Content moderation workflows for ministerial sign-off

Our press office needs a "Ministerial review" state between Draft and Published, with a different set of reviewers for each department, and an audit trail.

Core Content Moderation gets us most of the way. Has anyone handled per-department reviewer assignment cleanly?

    Workbench Access for the per-department sections, plus Content Moderation Notifications to email the right reviewer group. Works well at GDS.

    Make sure revision log messages are required on transition. Auditors always ask why something was published.
